Dear Postmaster,
From the bureau of CHQ of all India Association of Postmaster Cadre....

After the Pooja and festival season we all resumed our routine. The work is same the post is same and the remuneration is also same, but what is different? That is...acceptance, approach, and attitude.

We Met on 1.10.2012, at Mumbai and decided to form a non federated association exclusively for Postmasters cadre and formed one ad hoc body. Through that ad hoc body we submitted our views to the Directorate for grievance and relief.

We all know that getting approval for an association is Policy and purely administrative task and the work will take its own time. Like that, our proposal is submitted in the required format and the discussions are in progress. Clarifications sought by the Dte. has been submitted. Before getting any final reply from the Department, it is premature to announce the final decision. That is not correct also. At present we can say, we are receiving Positive signals from the Department.. When a committee is formed the members should be keep tranquillity among themselves.

They should think and act on the development of the association activities to maintain unity and to maintain the dignity of the cadre. Instead adopting the other measures to superseding and developing difference of opinion is highly regrettable.

The Constitution and the bye laws are already provided to the All India office bearers for implementation. But it is not seen that no circle has formed such ad hoc body in the circle and RO and divisional level. It is concerning. If any ad hoc body is formed in your circle that should be intimated to CHQ for records. No one can drag us down except by ourselves. Our association activities should be carried out by us only. Don’t wait for others to recognise and approve us.

The fund management should be maintained.

We are all office in charge and working between the administration and the operative. So our dignity should be maintained in each level of approach. Do instead of Dialogues. Maintain unity at all time and level. Be prepared for the development in matured manner. Interact with each other for improvement. In case of any derailment in the unity from any circle is received because of rumours, in fights, miscommunication and in activities that will affect the activities of the CHQ...we are in CHQ working for the benefit of the Postmaster cadre in all possible way. All and any innovative initiatives from the all circle co coordinators are appreciated for to maintain the unity and tranquillity.

Information about appointments secured on the basis of fake/false caste certificates is not centrally maintained.

However, the Central Government had taken one time exercise to collect information about appointments secured on the basis of fake/false caste certificates in the year 2010. As per information received from various Ministries/Departments etc., 1832 appointments were allegedly secured on the basis of fake/false caste certificates. Disciplinary proceedings had been instituted in all the cases. It was reported that out of the above 1832 cases, 276 had been resulted in suspension/removal etc., whereas 521 cases were entangled into litigations and in remaining 1035 cases disciplinary proceedings were pending.

The Government instructions provide that an appointing authority should verify the caste status of SC/ST/OBC candidates at the time of initial appointment as well as every important upturn of the employee’s career.

Chief Secretaries of States/Union Territories have been requested to issue instructions to the District Magistrates/District Collectors/Deputy Commissioners of the Districts to the effect that when asked to verify the veracity etc. of caste certificates, they should ensure at their own level that veracity of the caste/community certificate referred to the district authorities is verified and reported to the appointing authority within one month of receipt of request from such authority. In order to rule out collusion between candidates holding false/forged certificate and employees at the district level or sub-district level, disciplinary proceedings may be initiated against officers who default in timely verification of caste status in such cases or issue false certificates.

This was stated by Shri V. Narayanasamy, Minister of State in the Ministry of Personnel, Public Grievances and Pension and Minister of State in the Prime Minister’s Office in written reply to a question by Shri Aayanur Manjunatha in the Rajya Sabha on 23/11/2012.

BANGALORE: Backed by her husband who told her to take her career to a different level, B Jansi Rani forged ahead in her chosen field of insuring people. Rani has won accolades every year for her services to the Postal Life Insurance(PLI) department in Tiruchirapalli in Tamil Nadu.

This year, at the PLI national awards for outstanding performance by individuals, she swept up another one for overall performance. It is her third national award, and she travelled to Bangalore to receive the award on Tuesday.
"Postal work is monotonous and when I joined the PLI sector in 2006, I thought it would be challenging and interesting to meet people and understand them and their financial position, and convince them to take an insurance policy. It is hectic and I often go out of town for work, leaving my children with my husband, who is the pillar of my career," she said.
For R Venkadesan, it has become a habit to receive national awards for generating the highest revenue for the department. This developmental officer at Trichy circle of Tamil Nadu earned a whopping Rs 111 crore over the past year. "The term of this post is five years, but my term has been extended twice due to my capacity to generate revenue by selling insurance policies," he says with a humble smile.
Venkadesan's secret: his customers are king. Even when he's home with his children on Sundays, he finds time to attend to them, and balance work and family.
Then there's Hema Ram from Durg district in Chhattisgarh, who's mobilized over 12,200 people in 10 villages in his state. "I work in office from 6am, travelling to villages around to talk to people and convince them on insurance policies. The confidence they have in me has helped me win this award," said Ram. He earned Rs 31.25 crore in business this fiscal. He is also an agriculturist and grows vegetables and rice on his 20 acres.
PLI stands at second position after Life Insurance Corporation in the insurance sector, but is way behind in terms of business and market share. "A market survey reveals that around 80% of the country's population is still uninsured which means there is great potential in the market," said Faiz-ur-Rehman, chief general manager, PLI.

As we decided, we reached Directorate for our grievances.  For the outcome we have to wait. By the time, all the circles Postmasters are hereby asked to form ad hoc body in Circle/Regional/Divisional level for to maintain unity and hold periodical meetings to discuss the recent scenario of the job requirement and implementation.

I wish to announce a regional level meeting of Postmasters of Mumbai region to be held on 28th November 2012 to discuss the matters concerned with the services and job.

This time I wish instead of preparing stereo type agenda, I wish all the Postmasters in Mumbai Region  may communicate their doubts and to have a debate on a matter related with our services by email to postmasterindiapost@gmail.com

Those matters received through email will be discussed at the meeting. So start to send the matters and queries immediately for to make the discussion more effective.

In case the other regional representatives of Maharashtra circle wish to participate and make them convenient for the meeting, please intimate the same.

The following issues were discussed .

1) Transfer of officials from L2 offices to L1 offices.

2) Conversation more L2 offices in to L1.

3) Stop merger/closure of sets .

4) Filling up all Norm based posts LSG,HSG II,HSG I Posts.

5) Changing the administrative jurisdiction of all speed posts hubs to RMS.

Official side has not given any positive reply ,details of the meeting will be published our RMS SENTIENEL.

Cadre restructuring : Report will be submitted by the chairman within 2 weeks.

MMS Cadre restructuring : Report will be submitted to the Secretry next week by the Chairperson .

GDS issues: No improvement.

Casual Laborers issues: Official side will call meeting shortly to discuss the issues with 2 Federations.

Secretary Department of Posts given approval absorb all the Temporary Casual Laborers of Chennai sorting Division and Chennai Airmail sorting Division based Madras High court judgment. Orders will be issued to the Tamilnadu circle next week by the Directorate.

CIRCULAR
Subject: Engagement of one Consultant in the Department of Pension and Pensioners'Welfare.

The Department of Pension & Pensioners'Welfare intends to engageone Consultant in the Department of Pension & Pensioners' Welfare. The interested persons who possess the following eligibility criteria are eligible to be considered for aforesaid engagement:

(i) The person must possess Degree of a recognized University;
(ii) Retired Central Government Section Officer with sufficient experience in
Administrative & Accounts work;
(iii) The upper age limit is 65 years as on the last date of submission of
application for the post.

4. The engagement shall be on initially for a period of six months, which may be extended subject to the approval of the competent authority, on the following terms conditions:

(i) Working hours would be normally from 9.00 am to 5.30 pm during
working days including half an hour lunch break in between.
However, in exigencies of work, he may be required to sit late and he
may be called on Sunday and other gazette holiday, if required.
(ii) Consultant shall be eligible for 6 days leave in a calendar year on prorata basis. However, un-availed leave in a calendar year cannot be
carried forward to the next calendar year.
(iii) The Consultant would report to concerned Director/OS;
(iv) The consultancy fee would be last pay drawn minus pension subject
to the ceiling of Rs.25000/- per month;
(iv) Implementation of e-office which include digitization of records,
submission of files through electronic mode; and
(v) Any other work to be assigned by the Department.

4. The engagement may be terminated at any time by the Government without assigning any reason by giving a notice of fifteen days. The application received after 16th November, 2012 shall be summarily rejected without giving any notice

.5. The persons who fulfill the eligibility criteria and are willing to offer their services for the aforesaid job may submit the applications in the prescribed proforma (enclosed herewith) to the undersigned,· Department of Pension and Pensioners' Welfare, Ministry of Personnel, P.G. and Pensions, Lok Nayak

Cabinet withdraws controversial draft amendments to RTI

NEW DELHI: The Union Cabinet today decided to withdraw controversial draft amendments to the Right to Information Act that had sought to restrict disclosure of file notings only to social and developmental issues.

After this, all file notings can be made public except those explicitly exempted, such as the ones related to national security, privacy and protection of commercial interest.

"The Cabinet has decided to withdraw the amendments," said a source privy to the deliberations at the Cabinet meeting chaired by Prime Minister Manmohan Singh.

In 2006, the Cabinet had approved the amendments but they did not make it to the Parliament because of the stiff opposition.

SUB: HOLDING OF LIMITED DEPARTMENTAL COMPETITIVE EXAMINATION FOR DILLING THE POSTS OF POSTMEN/MAIL GUARDS AND MULTI TASKING STAFF AS PER REVISED RECRUITMENT RULES.

Sir/Madam,

I am directed to invite a kind reference to the letter of even number dated 8-10-2012 wherein a detailed schedule was prescribed for holding of LDCE for Postmen/Mail guard and MTS

2. Subsequently, the nodal branch staff section vide letter no. no. 45-2/2011-SPB.1 dated 18-10-2012 issued detailed instructions to the circles for filling the vacancies by holding separate examinations for each year vacancies and given specific schedule and to complete the process by 30th June 2013.


3. In view of this revised position, the schedule given by DE section has no more operative and the instructions dated 8-10-2012 is withdrawn with immediate effect. The circles are requested to follow the guidelines issued by SPB.1 section letter no. 45-2/2011-SPB.1 dated 18-10-2012 scrupulously.


4. This issues with the approval of Competent Authority.
