Following Items were discussed in the meeting :- 

1. Gradation List of Rajasthan Circle should be prepared.
2. Database of all the Postmaster Masters Grade I & II of Rajasthan Circle have 
been prepared.
3. An increment should be given to those who were promoted in the same grade 
pay.
4. Ad-hoc Promotion for Grade II & Grade III should be made
5. In Grade III Post offices appointment of HSG-I Regular is natural injustice .It 
should be stopped immediately.
6. Adequate Staff position should be in Identified Grade I ,II , III Post offices .
7. LDCE for Gr ‘B’ & Promotion through seniority-cum- fitness

A MILE STONE IN POSTMASTER CADRE - MUMBAI REGIONAL CONFERENCE HELD ON 19.05.2013

Beating the summer heat the Mumbai region Postmasters attended the meeting with great enthusiasm and zeal.

The following items are resolved:

1. Resolved that to form an adhoc committee for Mumbai Region:

Committee formed unanonymously. The list of elected office bearers will be published in this blog shortly.

2.   Resolved that 2ndCircle Conference of Maharashtra will be held at Kolhapur on     16thJune 2013.  All the members are asked to make their Presence of by booking their tickets in advance.

3.    During the meeting the DAK BHAVAN visit was briefed.

4.     Resolved that Rs.500/- will be collected from each postmaster cadre
         official as donation on receipt.

5.     Resolved that as our demand of formation of association for all India Postmaster Cadre at centre level is accepted and the processing is ON all postmaster cadre official should put up resignation to their currently attached P3 federations to enable them to enroll them in The All India Association of Postmaster Cadre, Branch:Mumbai Region exclusively for Postmasters of India Post for Mumbai region.
         
The meeting concluded with vote of thanks and National Anthem.

All Mumbai Region Postmasters should attend the 2 nd
Maharashtra Circle conference in large number at Kolhapur– a divine City to seek blessings of  Maa Mahalakshmi for our carrier progression and prosperity.

I wish to share some information on the recent developments on posting of officials in PM GRIII.

  1. What is initial constitution?
  2. Who is responsible for not convening the DPC in time?

  4. What is the significance of cut off date to submit option to switch over to other cadre?
  5. Why injustice arise when a rectification of non following rule in time?

    GUIDELINES ON PREPARING SCHEDULE & NOTIFICATION
    A. GENERAL

    INITIAL CONSTITUTION
3.1.1. In cases where a new service is formed and the Recruitment Rules are framed
    for the first time and that there are officers already holding different categories of
    posts proposed to be included in the service on a regular / long term basis, a suitable
    ‘Initial Constitution’ Clause may be inserted in the Notification so as to count the
    regular service rendered by such officers before the date of notification of the Rules.
    CONSIDERATION OF SENIORS
    3.1.2 It may so happen that in some cases of promotion, the senior officers would
    not have completed the required service whereas the juniors would have completed
    the prescribed eligibility condition for promotion. In such cases, seniors will be left
    out from consideration for the higher post. To avoid such a situation, following note may be inserted in the recruitment rules/ column in the schedule to the Recruitment Rules.
Note:
    “Where juniors who have completed their qualifying/eligibility service are being
    considered for promotion, their seniors would also be considered provided they are
    not short of the requisite qualifying/ eligibility service by more than half of such
    qualifying/ eligibility service or two years, whichever is less, and have successfully
    completed probation period for promotion to the next higher grade along with their
    juniors who have already completed such qualifying/ eligibility service.”

    RETENTION OF EXISTING ELIGIBILITY SERVICE
    3.1.3 Where the eligibility service for promotion prescribed in the existing rules is
    being enhanced (to be in conformity with the guidelines issues by this Department)
    and the change is likely to affect adversely some persons holding the feeder grade
    posts on regular basis, a note to the effect that the eligibility service shall continue to
    be the same for persons holding the feeder posts on regular basis on the date of
    notification of the revised rules, could be included in the revised rules.

OFFICE MEMORANDUM

Subject: Ad-hoc Appointment/Promotion — Review of - Regarding.

The undersigned is directed to say that as per the extant policy of the
Government, all posts are to be filled in accordance with provisions of the
applicable Recruitment Rules/Service Rules. As explained in this
Department's O.M. No.28036/8/87-Estt.(D) dated 30.03.1988 read with O.M.
No.28036/1/2001-Estt.(D) dated 23.07.2001, promotions/ appointments on ad-
hoc basis are to be resorted to only in exceptional circumstances mentioned
therein, to a post which cannot be kept vacant in consideration of its
functional/operational requirement. In spite of these express provisions, it
has come to the notice of this Department that the Ministries/Departments are
resorting to ad-hoc arrangements in total disregard to the statutory
provisions/instructions on the subject as well as proper manpower
management and career advancement of the employees.
2. This Department has been impressing upon all the Ministries/
Departments from time to time to take adequate steps in advance so as to
achieve the desired objective of timely convening of the Departmental
Promotion Committee (DPC) meetings and preparing the approved select
panels for regular appointments/promotions within the prescribed time limits.
However, at many a time, due to non-adherence to the prescribed norms and
procedures by the Ministries/Departments, the approved select panel is not
ready in time and ad-hoc arrangements are resorted to. Some
Ministries/Departments have taken non-acceptance of their incomplete
proposals for DPCs, by the UPSC, as the reason for resorting to ad-hoc
appointments. In this regard, as already emphasized in this Department's
O.M. No.22011/3/2011-Estt.(D) dated 24.03.2011, it is reiterated that the
responsibility of sending the DPC proposals, complete in all respect, to the
UPSC, lies entirely on the administrative Ministries/ Departments concerned.

    3. What the Article 14 and 16 of Constitution of India speaks?

Article 14. Equality before law. -The State shall not deny to any person equality before the law or the equal protection of the laws within the territory of India.Article 16. Equality of opportunity in matters of public employment. -

(1) There shall be equality of opportunity for all citizens in matters relating to employment or appointment to any office under the State. 

  1. What is the significance of cut off date to submit option to switch over to other cadre?

    To protect the inter se seniority of the senior official when they are submitting option from
    one cadre to another on the basis of feeder cadre gradtion list

  2. Why injustice arise when a rectification of non following rule in time?

    The Officials who were not submitted their option with in the cut off date in fear of work load and posting in the identified Postmaster cadre office are now eligible to give option in the PM GRIII from the recently ordered DPC in the name of creating the PM III cadre under initial constitution is injustice to HSG(I) (NB) who were submitted option to PM III within the time
    frame.  In some circle where the DPC held in time were not mentioned the crucial date of completion of 3 years in HSG II resulting the Junior official to the PM GR II opted officialls will be promoted.
    This is creating the fear on the Administration that it has given the strings to the mass unjstified demand. Can administration rectify the error in time? Justice will be showered on the PM GR II officials in India Post?
  1. What should be the position of the HSGI Junior officials if they submit their option to PM cadre III
      They should be placed at the last serial in the gadation list of the PM GR I by relaxing the provision of posting of GR I otherwise no fresh option from fresh offcials should be called for except the HSGI (NB) officials on previously announced date of  option submission http://postalinspectors.blogspot.in/2010/11/introduction-of-postmaster-cadre-in.html

DEAR POSTMASTER,
 

It is proposed to hold Regional conference of Postmaster Cadre in all regions of Maharashtra Circle prior to the II nd Circle conference to be held at Kolhapur on 16th June 2013.

All Regional coordinators of Aurangabad, Pune, Nagpur,Goa and Mumbai region will arrange theconference at their regional level immediately.

It is needless to say that this is the time for raising funds to make our place strong at Regional, Circle and all India level for the purpose of getting approval from the Directorate and also to knock the door of Justice if any injustice will be caused to the cadre.

As intimated by the Mumbai regional coordinators, Mumbai Regional Conference will be held on 19th May 2013, Sunday near Tulsiwadi Post office at 10.30 a.m. All Postmaster cadre officials in Mumbai Region should attend the meeting to discuss the recent developments and the challenges to the Cadre.

Through the meeting we should prepare ourselves in the following points :

1.    Making Database of all the Postmaster Masters Grade I & II

2.    Raising funds through donations under receipts

3.    Forming regional level adhoc body

4.    To prepare themselves for to attend the Circle conference at Kolhapur to elect the Circle adhoc body

5.    Also to discuss the local issues to be taken up with the Regional Office.

GRATUITY PAY UNDER NEW PENSION SYSTEM

GRATUITY PAY UNDER NEW PENSION SYSTEM
Death-cum-Retirement Gratuity is paid to Central Government employees under New Pension System (NPS) as it is paid under the old pension scheme. The monthly annuity under the New Pension System (NPS) is only a replacement of pension on retirement and family pension of death after retirement. The benefits of Death cum Retirement Gratuity (DCRG) and pension/family pension have been provisionally allowed, vide the Office Memorandum of Department of Pension and Pensioners’ Welfare No. 38/41/06-P & PW(A) dated 5.5.2009 in respect of Central Government servants covered under NPS in cases where a Government Servant is retired on invalidation/disability and in the case of death of a Government servant in service on the same rates as are applicable under the old pension scheme Central Civil Service (Pension) Rules, 1972. The retirement gratuity is payable to the retiring Government servant. A minimum of 5 years’ qualifying service and eligibility to receive service gratuity/pension is essential to get this one time lump sum benefit. Retirement gratuity is calculated @ 1/4th of a month’s Basic Pay plus Dearness Allowance drawn before retirement for each completed six monthly period of qualifying service. The maximum retirement gratuity payable is 16½ times the Basic Pay, subject to a maximum of Rs. 10 lakh. If the Government Servant dies while in service, the death gratuity shall be paid to his family at rates furnished in the table below:

This was stated by Minister of State for Finance, Shri Namo Narain Meena, in written reply to a question in the Lok Sabha today.

PATNA: The CBI on Friday conducted raids at 16 different places located in Sitamarhi and Samastipur districts in connection with the irregularities detected in the appointment of Gramin Dak Sevaks. These appointments were made by the postal department in 2008 and 2012.

Confirming the raids, CBI DIG B K Singh said the CBI sleuths detected 17 such appointments in Sitamarhi and 13 in Samastipur district. "Though no arrest has been made so far in the matter, a thorough investigation is on to nab the real culprits behind such appointments," he said. Singh said the appointments were made after preparing a merit list on the basis of marks obtained in class X by the candidates irrespective of their board. All these 30 candidates were prima facie appointed on the basis of fake Madhyama certificates purportedly issued by Sanskrit Shiksha Board, he said.
